"Only current and former members of the Senate of Virginia shall have the authority to utilize armorial bearings of the Senate of Virginia or any facsimile or representations thereof . Such use shall not be for commercial purposes. Any person violating provisions of this section shall be punished for a Class 3 or Class 4 misdemeanor."
